You could put two identical 12V chargers in series, but I would build
one from a transformer and rectifier.  If your batteries are sealed 
lead-acid, use also a filter capacitor and a regulator, set to 27.6V.

Here, for economy, linear voltage regulators are good, but for efficiency,
DC to DC converters are the best bet.
